What is HUG2?
The Home Upgrade Grant Phase 2 (HUG2) is a government-funded programme that helps low-income households living in off-gas-grid properties to improve their home's energy efficiency. It is delivered by local authorities and covers a wide range of measures including insulation, heating upgrades, and renewable energy systems.
HUG2 specifically targets homes that are not connected to the mains gas grid — typically rural and semi-rural properties that rely on oil, LPG, electric, or solid fuel heating. The programme aims to bring these properties up to at least EPC band C where practical.

Am I Eligible for HUG2?
To qualify for HUG2 funding, you generally need to meet all of the following:
- Live in an off-gas-grid property (not connected to mains gas)
- Have a household income below £31,000 (or receive qualifying benefits)
- Live in a property with an EPC rating of D, E, F, or G
- Own your home, be a private tenant (with landlord permission), or be a social tenant in certain circumstances
- Live in England — HUG2 is not available in Scotland or Wales
- Your local authority must be participating in the HUG2 programme
